Proponents of the V-Chip

Obviously the biggest supporter of the V-Chip is President Clinton. He feels that the Chip is a great way of helping people enforce family values at home on their own terms.
In a speech given at the signing ceremony for the Telecommunications Act he said:

"But if every parent uses this chip wisely, it can become a powerful voice against teen violence, teen pregnancy, teen drug use, and for both learning and entertainment. The responsibility of parents to do this is something they deserve and something they plainly need. Now that they have it they must use it."

Senator Tom Harkin of Iowa told the Iowa State Daily that "Children watch an average of 8,000 murders and 100,000 acts of violence before they finish elementary school. Those images don't go away when you turn off the TV."

There is obviously way too much violence on TV, and something has to be done about it. President Clinton, and apparently enough members of congress believe that the V-Chip is the answer.
They believe that the Chip gives an easy answer that does not harm anyone, and does not enforce governmet regulation ( because the networks are designing the rating system).
However not everyone feels this way.
