Gauss's Law:

The electric flux through a closed surface is proportional to the net enclosed charge. The proportionality constant is the permittivity, epsilon0.

In practice, the closed surface is typically an imaginary construction used to evaluate the electric field arising from a symmetric charge distribution. This surface is usually referred to as a gaussian surface -- remember that it must be a closed surface!
